The heart of the problem is Sawbones that you haven't taken your concept of "personal responsibility" to its logical (for the Indonesian) conclusion and that you are looking at the situation with "western" eyes so here is a little translational and cultural help:
1) If you had a radio controlled car that got into an accident you would be responsible correct? Well by hiring a driver here you have in effect created that situation - you should have told him exactly how to drive - slowly, carefully, etc. etc. It was your responsibility!
2) If you weren't here the accident wouldn't have happened! Again, your responsibility!
3) In a private hired vehicle you will always be the one with the deepest pockets as your driver has hired the vehicle, himself, from a 3rd party so you are basically just a part of a larger transaction which you have agreed to by not driving yourself or taking a hire taxi everywhere on the island - probably thru a wish to "save" money? Again, your responsibility and choice!
If you wish to have a situation where all things are regimented by past government/court decisions they perhaps it would be best if you stayed the feck out of the developing world?:icon_rolleyes:
