Interesting points there Sanurian & Peter.K. I'd like to add that if the regional govt levied each new villa/hotel/resort builder and directed that fund into a college then this would be a start. The trade education would be free and safety standards brought into line with the investment expectations (villa etc) paid for. This would also stop the "skimming" on materials etc by the building supervisor as handover wouldn't occur without the applicable standards being met and hence no permit issued. I believe that this wouldn't directly affect the local compound building "industry" as the levy could for example only apply to foreign investment. I doubt such a levy wouldn't discourage foreign investment as it would eventually decrease the need for ongoing maintenence. The positive beneftis for the students are also substantial.
