Back on the Bali Travel Forum, quite a while ago, someone asked questions about Batam. Some people, who had no proper idea about it, answered back and put Batam down.
Actually Batam is quite nice, and maybe a good choice for a visa run. That is because the ferry to Singapore takes 45 minutes and is very cheap.

Translation of a letter from BIDA explaining the legal reporting requirements for foreigners living in Batam.

Subject : Regulations for Foreigners Who Live in Indonesia (Batam)

Regarding your letter dated 14 January 2000, about Proposal of living permit for foreigner in Indonesia (Batam) we can inform you as follows:

1. For the foreigner who enters Indonesia, he must have a visa except from for passport holders from those 32 countries which are eligible to obtain a "visa on arrival".)

2. Every foreigner who lives in Indonesia must posess an Immigration Permit such as:
- Stay Permit : Given to foreigner who needs to stay in Indonesia and continue to an other country.
- Visit Permit : Given to foregner who visits Indonesia in period of time due to government duty, tour, social visit or business.
- Limited Stay Permit (KITAS) : Given to foregner in limited time to stay in Indonesia. (Formerly called a "KIM-S.")
- Permanent Living Permit : Given to foreigner to live in Indonesia permanently.


3. Foreigner who has a living permit from the Immigration may live in Private housing (if he has permision from the owner).

4. According to the regulation R.I Number 9 year 1992 about the Emigration, the above explanation adjusted in Chapter 60 and 61 they are:
Chapter 60 : Anyone who allows a foreigner to stay without reporting to the police of Indonesia or local government in 24 hours since his/her arrival, the person will be punished in to the jail for one year (maximum) or be fined Rp5,000.000 (maximum).
Chapter 61 : The foreigner who has a living permit and does not report to the local police office within 30 days of the aaddress where he lives, since he got living permit, will be punished in to the jail for one year (maximum) or be fined Rp. 5,000,000.


The explanation chapter 60 and 61 are :

Chapter 60 :
- When the foreigner obtains a Visit Permit from Immigration and stays in a hotel or private housing, so the hotel staff or the owner of the housing must report to the police (regardless of whether the owner is an Indonesian or foreigner).
- The punishment will be given to the owner (hotel and housing owner)
- No punishment due to the guest.
- Police officer of Republic of Indonesia in Batam is Polresta Barelang.
- Sponsor or company's warranty is not regulated.


Chapter 61 : - When the foreigner obtains a living permit (either permanent or temporary), he/she must report to the police office of Indonesia (Polresta Barelang) within 30 days of obtaining the permit.
- The foreigner responsible for the punishment.
