On google earth it looks like there's a connecting small street behind the gas station on the sunset near carrefour to that road behind carrefour, maybe no need to pay 2000 RP, I'll check it out next days....

The Problem is in my opinion - and yes - I admit I'm part of this problem is that (not mention any quality building failures here) EVERYBODY cross ANY junction AFTER it's already read for 5-8 seconds - so DEADLOCK. they did it from the left & the right, HEY LET'S DO IT TOO....they're so fecking SLOW crossing the junction I want to cross it NOW even it already turned red....THIS IS NOT GONNA WORK...police make it even worse. Some Balinese friends in DPS tell me that there is absolutely no way that this project will be completed by 2013. They reckon more like 2016... Maybe too pessimistic of them, but I certainly wouldn't put a wager on completion by next year!
