Thank you G de J, you are correct, I'm very familiar with both 211 and 212 visas to RI as I've been using them for a number of years.
I'm not familiar with your guidelines, perhaps you could link them, but I offer members to peruse both the Canadian and Australian RI visa websites.
The single-entry 211 is also issued for multiple reasons...be it family, business...whatever, and an overseas RI Embassy/Consul has the authority to issue. The application form is the same.... it simply requires a tick in an appropriate box.
The multi-entry 212 needs authority from Jakarta before the foreign RI Embassy/Consul is permitted to issue. The same form is used but I can assure, if no sponsor/invitee is added to the form, no visa will be issued.
Anyway...I was responding to the OP and his desire to extend his 60 day Tourist visa and we have all established that that is sometimes achieved.
My post simply says 'don't always rely on that as, according to regulations, extensions are not available.'
