The difficulty is having made a garment where is it to be on sold? Most of the garments made are for tourists however there must be a local market for clothing....so buy a sewing machine for $200.00 and there you have ia low cost business in the making..

My Mrs recently started a business selling factory second clothes that come from korea, china, java etc. Those places you see in Denpasar with a sign "40k 3 pieces"
There were some initial bumps with online sources being scammers, but after recovering from that the business is now a big attraction in Candidasa rotating local night markets in the region and operating out of the warehouse they rented (just some empty building, had shower and toilet and cooking so livable). I notice that generation seems to be able to sell a lot of anything just posting on FB IG etc, while I'm not a big fan of any social media stuff you have to give your details for, that is how they make money.
So who is the target audience is the question? Local or bule? The local market is booming. The tourist market to me at least walking up Sanur beach seems already saturated. I think some marketing is what you need more or less.
