I am able to purchase a telkomsel SIM card in Australia before heading to Bali to have something when I arrive. The service given me about $15 worth of credit as well.

Wanted to know how and what options there are for recharging/ adding credit when over there?

is it better to then go to a more permanent "plan" or is everything a pre-pay style over there?

To get post-paid you need a KITAS I think. With a KITAS you have more options - like get a Mandiri or BCA bank account and then topup pulsa via Internet banking.

Even if I do go through that process, are the post-paid plans better value?

I haven't done detailed comparisons, and there are many deals and plans, but I guess calue would be comparable for post-paid and pre-paid. If retaining the same number for a long time is an issue, then post-paid may have some advantages.
