A new Minister of Trade Regulation Number 36 (2023) related to import is effective from 10th March 2024. So far appears limited to Seokarno Hatta airport, Jakarta:

Carry-on items now limited to a maximum of two pairs of footwear per passenger, a maximum of two bags per passenger, and other finished textile goods, the maximum number of which is five pieces per passenger. For electronic devices, each passenger is only permitted to bring a maximum of five devices with a total value of US$1,500. Next are cell phones, headsets, and tablet computers, the maximum number of which is two items per passenger for a period of one year. If passengers were to carry more cargo than the specified amount, Soekarno-Hatta Customs and Excise would charge a professional import fee for the said goods. The new policy applies to all passengers from abroad, including migrant workers returning from overseas

This new regulation has caused an uproar so "tweaking" is underway. Do customs consider "personal" belongs exempt or not? Is the above listed limits only for items in original packaging? Many questions.

The original The Ministry of trade regulation Number 36 of 2023 concerning Import Policies and Regulations was issued on December 11, 2023. The Sukarno Hatta Airport Airport Authority has started imposing it on March 10, 2024. It is a comprehensive document to comprise 1393 pages for those who are interested in reading it.

The Minister of Trade has not provided a detailed explanation on this matter. Typically, personal belongings are not subjected to import taxes since taxes have already been paid. The set limit applies to items being imported.

As for your second question, it's difficult for anyone outside of customs or duty officers to provide a definitive answer. Each officer may have a different opinion, but they generally focus on high-value items such as branded designer goods, expensive electronics like phones and laptops, and luxury watches. Whether an item is in its original packaging is usually inconsequential. However, if an item appears new, particularly if it's expensive, customs officers might include it in your maximum duty-free allowance. For example, with designer shoes, even if you discard the packaging, officers can often determine if they're new by examining the outsole. It's important to note that their opinion matters, not ours, and the outcome may vary depending on the individual you encounter.

"International aircraft passengers (non-migrant workers) are no longer bound by the regulations stipulated in the 2023 Trade Minister Regulation. Trade Minister Zulkifli Hasan said that the Finance Ministry will formulate a new regulation regarding the types and amount of restricted carried items."

Now everything in limbo. I guess the safest is to bring purchase receipts unless it is obvious items is purchased in Indonesia or second hand.

The Sukarno Hatta Airport Authority and Minister for Trade should have been sacked.

"Begini, kita ini kalau sama bangsa sendiri itu terus lebay gitu loh. Coba kalau kamu pergi ke mana Australia, Eropa, coba masuk bandara, sepatu aja dicopot. Celana diurek-urek , apalagi cuma tas. Ya wajar kalau Bea Cukai meriksa itu kan wajar, apalagi kalau dicurigai, ya dia periksa, dia buka koper orang. Itu kan hal biasa aja, kenapa mesti ribut," kata dia, Kamis (28/3/2024).

"Look, for our own nation, we are always so stupid. If you go to Australia or Europe, try entering the airport, you will see your shoes are taken off, your trousers will be rummaged, not just your bag. Yes, it's normal for the customs to check that, right? It's normal, especially if you suspect it, so they check it, they open people's suitcases. Have any regular travellers to Australia or Europe observed this? Are they implementing this for security reasons or to generate revenue from domestic duties? He is a minister, misleading people....
