letter to leave Indonesia?

If I (Australian) live in Bali with my Indonesian husband, is it true he nees to write me a letter of permission if I want to leave Indonesia without him?

If the law has not changed unfortunately this might be no joke. My friend Anna who is married to a balinese guy for many years had to have a written permission from her husband to leave the country while she was on Kitas. Now she comes to Bali on a tourist visa or social visa so she does not need this letter any more.
