Yes many people saw it being floated into place, from the local fishermen to the Bule private people and hotel owners on the beach, but no one had any clue what it was about and everyone assumed that someone else knew what was happening. There was no public meeting or "socialization" to inform the citizenry or any other info given. There is/was a digger using sand from the beach (salt content assures terrible concrete) in Buitan to construct these works of art and it would appear no one, like an engineer, was in charge or responsible. In other words no adult supervision.

Where is the Raj or at least the Dutch East India Company when you need them?

Sorry, but is this is true it is a proof of incredible stupidity. Nobody, including "developed" orang bule was curious and asked what this was about. Can not believe it. My theory is that they all thought it would be great tourist attraction - mata uang

You live 10km from Candi Dasa, did you know about it?

Fact is (for whatever nefarious reason) even the head of Karangasem's tourism board, who is also the GM of one of the affected hotels, knew nothing about it until it washed up on his beach and was broadcast on the various FB pages and here.

I reckon those that have lived here a while will have their thoughts on who did what with whatever money was made available for this "project". I also believe this will be the main stumbling block to any further development - that any outside contributor will be looking for professional project leadership (adult supervision) and a set of KPIs (key progress indicators) that can be realistically followed.

Hands up those that think this will be an Indonesian...

Every little shit gets photographed and this gigantic thing remained undocumented?! Somebody must have taken a shot.
Anyway its too late. Till every nice spot it polluted, the people will see that you can´t eat money.
Some links which show how close Bali is already to collapse:
