According to this letter, if you enter Indonesia on a free tourist visa, you have to exit from an airport which offers free visas. Not all airports or ports of entry offer the free visa on arrival.

Bali for example offers the free tourist visa, but Lombok does not. So you cannot enter Bali and leave via Lombok if you got the free visa.

Your subject heading is spot on...and if true......what are they thinking.

It's the same with cruise passengers. Apparently some 60 cruise ships will visit Port Tanjong Benoa this year, for about an 8 hour stay, and no-one has seen fit to offer no-fee visas to them..... even if they qualify free, if landing at the airport, and staying 30 days.
