I saw this reply by Matsaleh to a question about motor bikes:

and I thought that perhaps there ought to be a thread specially devoted to motor bike admin matters for beginners. So I looked for it but didn't find it, although I did find various posts touching on the subject here and there.

So here are my collected experiences vis-à-vis buying and owning motor bikes based on owning 8 bikes, one bought new and 7 bought 2nd hand from dealers (why have I got 8 bikes? I'm too lazy to explain, but I never ride bikes - far too dangerous!). I'm writing all this down now before it disappears forever due to Bintang and Alzheimers.

If you think anything here is wrong, out of date, or incomplete - please add a post to improve/correct it. But don't forget that things are almost certain to be done differently at different SAMSAT offices. This is how it is done at SAMSAT at Jl Tantular, Renon in Denpasar. If it's different where you are, then ...?

This post has 6 main parts - as follows:

  1. BUYING A NEW BIKE
  2. BUYING A SECOND-HAND BIKE
  3. PAY THE ANNUAL TAX
  4. RENEW THE NUMBER PLATES EVERY 5 YEARS
  5. CHANGE NAME OF OWNER - SAME KABUPATEN
  6. CHANGE NAME OF OWNER - DIFFERENT KABUPATEN

and there's other additional information as well.


NB. This post/thread is for those who want to do all this themselves - if you just want to pay a CALO (= go-between or agent) to do the work for you then don't bother reading this post/thread, it's not for you.

BUYING A NEW BIKE

1. You have a KITAS or KITAP? Go to the Honda/Suzuki/Yamaha etc dealer and hand over the cash and a photocopy of your KITAS or KITAP. In a few days they will bring the bike to your house (or you collect it from them). The bike will have number plates, which you will see have an expiry date in 5 years time. You will also be given a little plastic sleeve containing two documents both showing your name and address (you are now the owner of the bike). You must carry this plastic sleeve with you at all times when you are riding the bike. The yellow document lasts 1 year and is the proof of payment of Annual Tax to the local government (Kabupaten = District). The blue document lasts for 5 years and is the Police Registration Number Document for the bike and is the STNK = Surat Tanda Nomor Kendaraan, but everybody calls the set of 2 documents in the plastic sleeve the STNK. Here are examples:

2. You don't have a KITAS or KITAP, but you have a local Indonesian friend? Same as above but it's a photocopy of his ID card - KTP - that you hand over. When you get the bike it will be in your friend's name, not yours. He owns the bike - you don't.

3. You don't have a KITAS or KITAP and you don't have a local Indonesian friend? Then have a nice day .... and a Bintang!

You will be told by the dealer to wait 1 or 2 months to be called to come to the dealer to pick up the ownership book. The dealer will of course forget to call you so you must drop in every 2 weeks or so and ask about it! The ownership book is called the BPKB and looks like this:

Inside you will see your name and address (or your Indonesian friend's), the bike's registration number, for example DK-1234-YZ, (DK = Bali) and the Engine number and Chassis number and colour of the bike.

BUYING A SECOND-HAND BIKE

This is a whole lot simpler than buying a new bike. You don't need a KITAS or KITAP. You don't need a Social-Cultural Visa, you don't need a Tourist Visa and you don't need an Indonesian friend. You just need the money to pay for the bike. Before handing over the cash check out the paperwork:

1. Check that the name and address of the owner is the same on both parts of the STNK and in the BPKB as well - 3 places.

2. Check that the Engine Number - NOMOR MESIN - is the same on both parts of the STNK and in the BPKB and on the bike itself - 4 places.

3. Same again for the Chassis Number - NOMOR RANGKA - 4 places.

4. Check that the STNK has not expired - look at the yellow page, bottom left-hand corner - BERLAKU SAMPAI ...... what date? when? Is that OK?

5. Check that the registration number is a DK number and is the same number on the bike's number plates, on both parts of the STNK and in the BPKB - 5 places. If it's not DK then don't touch it - it's not registered in Bali.

If any of these checks don't work out, or they try to spin some story about "the BPKB is with his brother who is ....... " then just bid them farewell and find another second-hand bike dealer.

{TIP! Try to buy a bike where the address of the current owner in the BPKB is in the same KABUPATEN - DISTRICT where you, or your local Indonesian friend, live - eg in Denpasar or Badung or Buleleng or Gianyar etc. This will save you a lot of extra effort when you want to change the owner's name and when you have to renew the bike's number plates every 5 years.}

If all is well then hand over the cash and get:

a. The bike and key.

b. A receipt for the sale showing the Registration Number (DK-1234-YZ), make and model and colour of the bike and your name in full and their name and address and the date of sale.

c. The plastic sleeve with TWO INSERTS (yellow and blue) as shown above – the STNK.

d. The BPKB.

NB. Since this is an old bike the BPKB maybe the old blue version. It will look like this, it's OK:

Take the bike home (remembering carefully to have a proper International Driver's Permit for motor bikes (or SIM C if you have a KITAS/KITAP) AND a proper helmet embossed with the letters SNI showing that it meets the Indonesian National Standard AND that the bike has two wing mirrors!). Then e-mail all your friends and tell them that you are now the proud owner of a bike in Bali!

Errr! Sorry! But you are not the owner!WHAT! Of course I'm the owner - I just paid for it! - I've got a receipt!

Yes, you've got a receipt which proves that you gave some bloke some money today - his wife and his children will bless you in their prayers tonight!

But the legal owner of the bike is still the bloke whose name appears in the BPKB - BUKU PEMILIK KENDARAAN BERMOTOR - MOTOR VEHICLE OWNERSHIP BOOK.

DON'T PANIC! This is not a big problem. There are huge numbers of motor vehicles going around in the name of some previous owner 1, 2 or 3 or more owners back. Many (most?) Indonesians don't bother changing the owner's name BECAUSE IT COSTS MONEY and a bit of time and EFFORT to do it.

So now you must choose to do either of the following two actions:

A. Change the name of the owner.
B. Don’t change the name of the owner.

CHANGE THE NAME OF THE OWNER - BALIK NAMA

1. You have a KITAS or KITAP? Then you can change the name of the owner (this is called BALIK NAMA in Indonesian) to yourself and become the legal owner of the bike.

2. You don't have a KITAS or KITAP, but you have a local Indonesian friend? Same as above, but your friend will become the legal owner of the bike, not you.

3. You don't have a KITAS or KITAP and you don't have a local Indonesian friend? Then you cannot change the name of the owner at all. But you can have a nice day .... and a Bintang.....and, you can ride around on the bike! It's perfectly OK to ride around on a bike which you don't own.

How to do the BALIK NAMA? See below.

DON’T CHANGE THE NAME OF THE OWNER

It's perfectly OK to do nothing and just ride around on a bike which is in someone else's name. When it's time to renew the annual tax it's no problem - anyone with a KITAS/KITAP or KTP can do the annual tax payment and get a new yellow insert for the STNK. Same again for getting new number plates and new blue insert for the STNK at the 5-year point.

GOING TO THE SAMSAT

For any bike there are 2 things that must be done, and also one that is optional but that I suggest is a good idea. They are:

1. Pay the Annual Tax - renew the yellow insert in the STNK.

2. Renew the Number Plates and the blue insert in the STNK every 5 years.

3.
(Optional) BALIK NAMA - Change name of owner.

The office that handles all this is the Kantor SAMSAT = Sistem Administrasi Manunggal di bawah Satu Atap = Under One Roof Integrated Administrative System Office. What this means is that 3 organisations are under one roof sharing the office:

  1. The Police.
  2. The local government tax raising service = Dinas Pendapatan Daerah = DISPENDA.
  3. The government insurance company – PT Jasa Raharja.

Here's how I do these 3 things at the SAMSAT office in Jl Tantular, Renon, Denpasar:

PAY THE ANNUAL TAX

Check the expiry date on the yellow insert in the STNK (BERLAKU SAMPAI ……) and a few weeks before it expires go to the SAMSAT office for the same Kabupaten where owner of the bike lives (look at the address on the STNK or BPKB), or go to the main SAMSAT office for Bali at Jl Tantular, Renon, Denpasar, taking with you:

1. Your KITAS/KITAP, or your Indonesian friend and his KTP.

2. The yellow and blue inserts from the STNK removed from the plastic sleeve.

3. The BPKB.

4. Over Rp.200,000.

5. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any stationery shop (TOKO ALAT TULIS) – any colour.

If you are doing this at SAMSAT Renon, then when you get there, park in Jl Tantular. Then, as you walk in through the main gate, pause for a moment to observe an open yard in front of you with loads of cars and bikes queuing up to be inspected on the right, a large building straight ahead at the end of the yard (that’s where you’re headed), and a large building on the left – go now to the far end of that large building on the left and you’ll see a photocopy place.

At the photocopy place hand over your MAP, KITAS/KITAP/KTP, BPKB, and the yellow and blue inserts. Say the magic words “SAMSAT BIASA” and they will do what’s necessary and give you a little slip of paper with 1,000 or 500 on it. It’s the photocopy bill – pay the lady sat at the big table. Then pick up your stuff and go into the building at the end of the yard.

Once inside - stop, and hand all your stuff to the lady sat just inside at the counter on the right. She will check that everything is OK and will give you:

1. Your KITAS/KITAP/KTP.

2. The BPKB.

3. Your MAP with everything else stapled in.

4. A queue number. REMEMBER YOUR QUEUE NUMBER!

Sit down and wait for your number to be called – they call out numbers in batches of about 10 or so. When you are called go to the left hand end of the long counter and hand in the 4 items above. The guy will immediately give you back your KITAS/KITAP/KTP and BPKB. Put them away you won’t need them again today. You won’t get your queue number back, so, DID YOU REMEMBER YOUR QUEUE NUMBER!

Go and sit down towards the right hand end before the stairs. You will see a big bun-fight going on in front of the cashier. When your number is called, join in that bun-fight and pay the Annual Tax. It’s around Rp.200,000, but each time I go it’s always a bit different. You will be given a receipt.

Go and sit down further to the right and wait for your queue number to be called. Hand over your receipt from the cashier and you will be given a new yellow Annual Tax insert, and the same blue STNK insert as before but now with an extra rubber stamp on it in one of the boxes on the right hand end - PENGESAHAN.

Check that everything is OK. If it is, then you’re finished – go home.

{Tip – avoid the crowds and long waits for your queue number – get there just after 12 midday – it’s much less busy than in the morning. The whole thing will take about 20 mins. If you go when they are busy it can take 2 hours of queuing!}

RENEW THE NUMBER PLATES AND THE BLUE INSERT IN THE STNK EVERY 5 YEARS

This is more complicated than just paying the Annual Tax as above. It also includes a payment of the Annual Tax as well! Check the expiry date on the blue insert in the STNK (BERLAKU SAMPAI ……) and a few weeks before it expires go to the SAMSAT office for the same Kabupaten where owner of the bike lives (look at the address on the STNK or BPKB) taking with you:

1. Your KITAS/KITAP, or your Indonesian friend and his KTP.

2. The yellow and blue inserts from the STNK removed from the plastic sleeve.

3. The BPKB.

4. Around Rp.300,000

5. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any stationery shop (TOKO ALAT TULIS) – any colour.

6. The bike itself – you must bring it with you for physical inspection. (See my COMMENT below)

{Tip – If you're going there alone, take along a friend – anybody – he can handle the bike while you’re doing the paperwork.}

If you are doing this at SAMSAT Renon then don’t park outside but take the bike straight into the yard and get your friend and the bike to join the queue of bikes waiting to be inspected. At the same time, you go to the photocopy place with all your stuff and say the magic words “GANTI PLAT – LIMA TAHUN”.

After the photocopying join your friend in the queue. The inspection consists of fixing a piece of paper over the chassis number and rubbing it with a pencil. Then the same for the engine number, or maybe not (sometimes they do it – sometimes they don’t). Then the two (or one) papers are stuck onto a sheet and given to you to put into your folder. Your friend takes the bike away and parks it in Jl Tantular while you go to the little office right in front of you and hand in your folder and wait to get it back after the rubbings have been stamped by the police sergeant.

Now, walk over to the photocopy place but go past it and turn left and go up 2 or 3 steps – keep going straight and go into the far entrance of the building that you have walked past on your right. Just inside is a little window on the right. Hand in your stuff for them to check. If they ask, say the magic words again. They will send you to loket no 1. Hand in your stuff – they will send you to the cashier to pay Rp.80,000 for the new number plates and for the new blue STNK insert. They may also tell you to do more photocopying. Finally they will give you your folder back and tell you to pay the Annual Tax.

So now go back to the other building and carry out the Annual Tax payment process as described above. At the end you will get the new yellow insert AND they will give you back your folder. Now go out and up those 2 or 3 steps by the photocopying place – but then turn right and walk along till you see the STNK window at the end on the left. Hand in your file and wait for the name on your STNK to be called. They will give you a brand new blue insert and a pink version of the same.

Almost finished! You’ve got the 2 new inserts to go in the plastic sleeve of the STNK. Now it’s just the number plates.

Look across the yard in front of you. You can see a bored crowd of people smoking and waiting. It’s the workshop where they make the number plates. Hand in your pink paper at the window. They will tell you to wait.

You can wait there for ever – hours and hours!!!, or, take my tip …… go straight home. Come back any time tomorrow or the next day etc before 2pm, say, go straight into the little waiting room there and ask the bloke behind the wire mesh for your plates. Show him your STNK and he’ll rummage around and find them.

You’re done – in and out in 5 minutes!

{COMMENT – I hear some of you old hands saying “You don’t need to take the bike in to have its numbers rubbed – you can do it yourself at home with masking tape and a 2B pencil.” Well – YES and NO. YES, I’ve done it myself in the past – but NO, they started getting grumpy about it a year ago and refused to accept my DIY number rubbings! It’s up to you.}

BALIK NAMA - CHANGE NAME OF OWNER

In which Kabupaten - District is the bike currently registered (look at the owner's address in the STNK or BPKB)? Denpasar or Badung or Buleleng or Gianyar etc.

In which Kabupaten - District do you live?

YOU LIVE IN THE SAME KABUPATEN WHERE THE BIKE IS CURRENTLY REGISTERED

This BALIK NAMA process is the same as the process to get new number plates and blue STNK, as above, but with a bit extra first, and at the end. When the process is finished you will end up with a new BPKB, new blue and yellow inserts and new number plates - the number itself may also be changed.

The process is the same as the RENEW NUMBER PLATES.... process above but with this extra first - the KWITANSI. Go to the SAMSAT office WHERE THE BIKE IS CURRENTLY REGISTERED with:

1. Your KITAS/KITAP, or your Indonesian friend and his KTP.

2. The yellow and blue inserts from the STNK removed from the plastic sleeve.

3. The BPKB.

4. Around Rp.400,000

5. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any stationery shop (TOKO ALAT TULIS) – any colour.

6. The bike itself – you must bring it with you for physical inspection.

Start at the photocopy place and say the magic words "BALIK NAMA". When the photocopying is done ask to buy a KWITANSI and METERAI Rp.6,000. Don't buy a Rp.3,000 meterai! A kwitansi is a blank receipt form and a meterai is a tax stamp used on legal documents. The kwitansi will cost perhaps Rp.1,000 and the meterai perhaps Rp.7,000.

A kwitansi filled in, and signed over the meterai, looks a bit like this (NB this one is incomplete, the buyer's name and the purchase price have yet to be inserted):

The reason why you have to buy a kwitansi is because you didn't get a receipt from the seller of the bike when you bought it. "Yes I did! Look, here it is - it's got the dealer's name and address on it!"

Ah yes! The dealer.... You see the dealer is just .... a dealer! He didn't own the bike, he merely handled the sale for a commission. The Police need a legal document showing that a transfer of ownership has taken place before they will do the Balik Nama.

So you will have to fill in the kwitansi showing that you bought the bike ..... like this:

Telah Terima dari ...........YOUR FULL NAME AS ON KITAS/KITAP, OR YOUR INDONESIAN FRIEND'S NAME ON HIS KTP

Uang sebanyak...............PURCHASE PRICE IN WORDS

Guna membayar.......FULL DESCRIPTION OF THE BIKE like this example perhaps ....... Sebuah sepeda motor merek Yamaha tipe Vega GX warna biru Nompol DK-1234-XY nomor rangka ABC1234567 nomor mesin XYZ7654321

{a motorcycle MAKE Yamaha TYPE Vega GX COLOUR blue POLICE REGISTRATION NUMBER DK-1234-XY CHASSIS NUMBER ABC1234567 ENGINE NUMBER XYZ7654321}

Write the date (use the date when you were at the dealer or the date now at the SAMSAT office) just above the meterai (can you see the 19... in the photo above?).

Terbilang Rp. ............... WRITE THE PURCHASE PRICE IN FIGURES

Stick the meterai on the kwitansi as in the photo above - just below the date.

Now ...... who is going to sign this kwitansi/reciept?

Well it should of course be the seller whose name is on the STNK and BPKB. But you can't get hold of him and so .......... you sign it yourself! Sign it with your own signature as on your KITAS/KITAP, or your Indonesian friend signs it as on his KTP.

(TIP! DON'T FILL IN THE KWITANSI JUST YET- HAVE IT READY WITH THE METERAI BUT LET THEM TELL YOU WHAT WORDS THEY LIKE TO SEE - MAYBE EACH SAMSAT OFFICE HAS THEIR OWN PREFERRED WORDING?)

Now, ask where to do the BALIK NAMA and take it from there. You will pay Rp.80,000 as the fee for the BALIK NAMA and also another Rp.80,000 for the new number plates and STNK and, in addition, you will also pay the Annual Tax of maybe around Rp.200,000. You will go home with a new STNK showing the new owner's name and address on the new yellow and new blue inserts and with new number plates for the bike. But, you will not have the BPKB. You will have a paper from them (DON'T LOSE IT!) and will be told to come back in about 2 weeks to collect the new BPKB.

YOU LIVE IN A DIFFERENT KABUPATEN TO WHERE THE BIKE IS CURRENTLY REGISTERED

I told you not to buy a bike registered in a different kabupaten but you went ahead and did it - didn't you?

So if you want to change the name of the owner you have to go to the SAMSAT for the kabupaten where it is registered and start a process called MUTASI.

Basically this involves them digging out all the paperwork they have on the bike - a big fat folder. You are then called to take it to the SAMSAT office in the kabupaten where you live, and then you do the BALIK NAMA process as above.

So, go to the SAMSAT office where it is registered with the 6 items as above. Go straight into the office and ask for MUTASI and take it from there. They will take the STNK and BPKB and kwitansi and meterai and will give you a receipt for them. You will pay the Mutasi fee (I think it was Rp.70,000?) and get a receipt. They will tell you to do some photocopying and to have the bike's numbers rubbed. They will tell you to go home and they will say that they will call you in a week or so.

They will of course not call you so you go back there in about 10 day's time and get the folder and take it to your local SAMSAT. At your local SAMSAT hand all the stuff in at the MUTASI section, and take it from there as in the BALIK NAMA process immediately above this.

The bike will be given a new, different registration number, as the last 2 letters are different in each kabupaten.

I got about 1/4 through it and felt the will to live just slipping away and thought before I read all that I'll just promise never, ever ever to own a motorbike here in Bali.

I take my hat off in wonder at the persistence and the shear sobriety (did your local run out of booze?) needed to put this together unless he had an entire Chinese sweat shop working for weeks on it.

Yes, it's always easier to pay someone to do it for you - and more expensive. But that is not what this thread is all about - maybe you misunderstood?

This thread is intended for folks who want to do it themselves.

If any one out there wants to pay someone to do it (and to pay handsomely at the special "BULE" price!) then do either of these:

1. Look around where you live, or in the nearest town, for a little office with a sign BIRO JASA. He's a go-between and he'll do it all for you - for a fee!

or,

2. Go to any SAMSAT office and wander around looking a bit lost. The CALOs will be on you in a flash and they will do it all for you, again, for a large fee!

It's your choice!

As I live in Surabaya & my bike was brought in Bali (2007). It is a pain to change the plates to Surabaya.
When my bike is due I ring my policeman friend & he pays for it. When he is in Surabaya I give him the money.
(and to pay handsomely at the special "BULE" price!)
Surabaya is totally different then Bali. I pay the correct price for my Kitas, Sim & Rego.
I just don't like dealing with people in Bali because they always try to rip you off.
The best thing about here is I don't see tourist.

Just want to add that my local honda dealer told me 5- 6 months for the ownership book, same with when i purchased a car.used 2 different friends who just emailed me a picture of thier ktp catd for each dealer.
