I've had literally dozens of foreign visitors, usually for a week or less, and never thought to advise immigration because they sometimes move to other areas of Indonesia.
This isn't a new law, apparently been since 2011 at least, so why is Bali Imigrasi guy now reminding people of the law and its consequences. That's why I said I was suspicious that there is something else going on.
It is well known the hotels are complaining about losing customers to illegal villa renters and this may be an approach to reduce the competition.
