Here in the prairie the locals are also told that unless they are willing to foot any costs their dog's (possible) infection will cause to the neighborhood and city they are scared into letting the dogs be euthanized.
Feral dogs are a problem all over the 3rd world. In India during the monsoon, as the land shrinks due to rising water, the dogs are concentrated onto smaller and smaller "islands" of land. The locals wait until the last rains and then cull everything once a year. Simple, brutal but effective.
Until the blonde, middle aged women of the 1st world come up with a better option things ainta, gonna change IMHO.
1st world, 3rd world, 10th world, blonde-haired woman, brunette man, or even green haired rabbit, those things don't really matter.
I am far from a solution giver, and I am definitely not the kind of person that would say, "I'll take care of all the stray dogs in Bali," I can however, look at the way this "problem" is being approached and say "that's just plain stupid, maybe you should think about another approach."
