Correct. What people, including myself, call an "int'l driver license" is actually an "int'l driver permit" or "int'l driver document." Its purpose is to translate what's written on the driver license from your own country. The very few times I have been stopped by the police in Bali, each time the officers made the mistake of being satisfied with just my showing them my int'l driver "license," without my real license. As for a bule getting a Balinese Driver License, good luck...
