Where the death penalty is applied my answer would be to simply execute [B]ALL[/B] addicts...that means [B]NO[/B] addicts left...therefore no demand for drugs...no demand means no need for suppliers, smugglers, rehabs, drug jails, education, prevention....and probably cut down the crime rate.
If (according to RI Law) executing suppliers makes some think twice about their actions then surely executing users must achieve the same.
After all....drug-taking isn't mandatory.
I always think problem solving should be kept simple...:icon_rolleyes:
