in the real western world all would be arrested or detained for Illegal mining . In Indonesia when a police officer accepts a bribe and shown on you tube saying 100k for me , 100k for Bintang ,100k for Goverment they are retrained crasy as it is yup retrained( maybe old how to do it more carefully ) but in any western country they would be put in Jail and LOSE thier pension .
ps Bule more money for fines and coffee money but in all fairness other RI offices are cracking down on many things also .Immigration seems to have a fire set under them to do there Job ?

Thing is I think the comments on the article you posted Smoke were much more informative of the pervading bad atmosphere I have mentioned (not such a Benevolent Chaos around anymore) than the article itself. What I mean:

It makes good headlines to nab a couple of dithering old foreigners digging for gold in the hills, but what about the estimated 6 billion dollars of coal that our own mining companies are illegally exporting (stealing), or the billions of dollars in lost oil that mysteriously evaporates each month, or the Indonesian children forced to mine tin on Belitung, or the hundreds of illegal logging operations that strip this country of 870k hectares of protected forests, or the illegal gold mines, copper mines, unsustainable fishing etc etc etc. Small minded media pursue small minded stories, socially transformative media monoliths hunt the big fish… and make their community a better place for everyone.
