Because then you'd have to enforce it. Enforcement is a similar concept to maintenance and maintenance is not Indonesia's strong point. Better to just eliminate the possibility altogether.

I don't think they're like agents, they'd be more like scalpers. They would almost certainly be in cahoots with the ticket sellers. I'm guessing here, but I reckon the ticket sellers would claim that the flight was sold out and then call over their calo/middleman/scalper mate who'd claim to have spare tickets. It's only a guess, but I doubt that these guys are actually buying tickets before the poor suckers turn up. For that reason, you can see it's the ticket sellers that are as much of a problem as the middlemen. I'm only guessing though. Who knows?

truly marvels at how the Indonesian mind works. I am confronted everyday with how the Balinese function and they completely baffle me, but evidentially it makes sense to them, that's what really concerns me!

We are born in different place my friend, but i am agree on you, sometimes the government logic amaze me
