There are plenty of spots right off the beach to go snorkelling - I prefer to stay on Gili Air or Meno as they are quieter, but if you like the younger party crowd, then stay on Trawangan.
Cheapest spots are probably to be found inland on Trawangan I would say - depends what you want to spend & what you consider cheap?
I think the eastern side of Gili Air is great - you can walk off the beach almost anywhere along there and go snorkelling - the snorkelling trips all stop just off the beach out the front of Sunrise (a cabin/hotel spot, have stayed there once, it is decent). Its well worth taking a snorkel tour on your first day so then you get an idea of any spots you would like to revisit.
