Hi Latah....i am in the same boat.
I tried many different ways to get this report without a Kitas, including using people that has close connections to police in Bali, and it was impossible.
I had to go the stat dec also (was for a foreign visa application).
Id be interested to know the outcme of your attempts also......good luck.

Hi all...wondering if anyone has ever applied for a police report (required for a citizenship application) without a KITAS?
It's my understanding that you need a Kitas to apply....well at least technically speaking anyway.
I'm about to do a stat dec stating that I'm not eligible for a police report in Cambodia & Indonesia. I've tried in Cambodia (went there in person) and they require a certificate from the Commune (similar to Banjar) as proof of residence - can't legally get as I no longer live there. Buggered if I'm going to pay buckets loads & break the law to prove that I've never broken the law. Everything I've read suggest that police reports are only legally available here for KITAS holders.
Just thought I'd check to see if anyone on the forum has ever obtained one LEGALLY without a KITAS before stating it is not possible on a Statuary Declaration.

Police reports come in many diffenr forms , make sure you ask for the correct type , and not all police stations do them either , check with your local police station first and use the correct name of the report you require ......, but the initial report to can easilyget ( for reporting where you stay ) is called a; STM - surat tanda melapor ..., and has noting to do with whether or not you have a kitas . If you are staying in a losmon , hotel , or renting a house ,or staying in a friends house - etc ..., then the landlord ( or homeowner)is required by law to get this as its their legal resposibility ...., so they can get you a copy of this STM ..., or you can just get it yourself like I do . They will need photocopies of your passport and valid visa stamps and need to sight the original .
The STM is also FREE ( although a small tip is welcomed )
By law , this report should be done within 24 hours of your arrival into the country , or if you re-new a visa (any visa)
This STM is also required if you need to get other documents like SKTT (surat keterangan Tempat tingal , provided by the Banjar/kantor Lurahan) ......, SKLD ( surat keterangan lapor diri , by polda ) , etc .

If its an SKCK your after you will need a Kitas.
If its for a visa / citizenship application to another country and youve spent a lot of time abroad in other countries you'll need a stat dec and they may want you to account for the last 10 years of your travels.......we are going through this right now and its nearly impossible if youve already filled several passports and are no longer in possesion of them.

Thanks all. Embassy has my STM but they want the criminal record report (forgotten what it is called). All efforts and indications suggest it is impossible to get legally without KITAS...so I'm going down the Stat Dec path. Hinakos - next to impossible is right! You wouldn't believe the efforts I've been to. The only good thing to come out of it, is possibly the funniest conversation I've ever had as a result of attempting to get bureaucrats to apply reason and logic! Amazingly, the Embassy staff have joined my cause and are now attempting the same with their home office. I fear they won't have the same success as I had with them as "robotifaction" process is now complete in the homeland. Damn...I'm sick of this!
