Waroeng Komputer has iPhone 4S at Rp6,600,000 for one with 16GB memory, and Rp7,600,000 for 32GB. But if you can find a Bali outlet with comparable prices they may be better as you could more easily take it back for help while on warranty.
As an aside, Apple sure knows how to charge for memory. 32 GB SDHC cards from Waroeng Komputer are between Rp200,000 and Rp400,000. These are the cards that are usually used in cameras, tablets and phones from other manufacturers.
