It seems like people now are getting the KITAP after 2 years of marriage, but "davobali" says in that thread, it's not happening yet in Bali.
The work thing again doesn't look like it is implemented. Again, just taking a quick glance at the threads, it seems the yes you will be able to work, your spouse will be your sponsor, but you still need approval from Manpower, IMTA and pay the $100 a month training tax. So in effect, not too suprisingly nothing much is going to change :(

I went to Depnaker today to consult with someone senior about the spouse-sponsored KITAP holder’s right to work. After a lengthy discussion with various middle-ranking employees about the meaning of “melakukan pekerjaan” in Article 61…

and its implications, I finally got to speak to Ibu Titin, the deputy director of the alien workers’ department. She said I was the third person to enquire about this. She confirmed that a spouse-sponsored KITAP holder would definitely still need an IMTA (work permit) if he/she decided to work for an Indonesian company, and would still be subject to the DPKK (the USD 100/month foreign worker’s tax). But, after a phone call to her counterpart in the Denpasar office (Pak Misno), she said that the KITAP holder would be able to retain his/her spouse-sponsored KITAP. Some kind of endorsement letter from Depnaker would be all that would be required.
