what you need is a Biro Perjalanan Wisata, not available in Bali anymore, and the Balinese are really against any new foreigners getting their hands on one.
Our company has had one for 6 years and I know what you need but forget it. You first need your Investment Permit issued from Jakarta BKPM - you can visit their website if you like, note: BKPM Bali and BKPM Jakarta do not agree on anything, we have had them fighting over our license for 2 years now. You will need need all your further license's, (Ijin's) and there is no-where in Bali that will issue them to anyone in the tourist field at the moment as the market is saturated with Travel Agents/Tour Operators. Our local friend just went to Lombok to get his.
My advice is forget it.
