The speed is 1-4 Mbps up and down with starting price to "rent" (?) from 7jt/mo to 20 jt/mo with 5jt installation fee. This I found to be very expensive!

This "dedicated Internet services using end-to-end Fiber" is just marketing hype and means nothing. The Internet is like a shared highway system, and the only part that your ISP can tell you is dedicated to you, is the feeder road from you house up to where you join the shared highways. Mostly these "highways" are Fiber optic cable - but that is true no matter which ISP you use.
Internet services in Bali are frequently poor and this may be because
1. your feeder road onto the highways is speed limited (your ISP can help here)
2. the main highways out of Indonesia (usually to Singapore, KL, or Hong Kong) are congested (your ISP can help a bit by paying more for a premium service from the major telcos)
3. there is congestion or speed limited connections close to your destination (you Indonesian ISP has no control here)
You are correct to say their prices are high - but if they can deliver close to 4 Mb speeds reliably, then maybe its worth it.
