not sure , but my advice is to cover your ass on this , for starters ....., dont believe anything the contractor tells you about what is and whats not permissable.
[U]I would [/U]go to the same office where your got your building permit (IMB) and find out yourself ..., and sometimes this still isnt enough, for example ; If they say its ok without a permit , then you should say .....,, ( with tact , and extreme politeness and never in any way to cause any embarrasment , nor in an accusing manner ) ....., that you want it in writting , and ask them to sign it .
What usually happens next is you will be reasured its ok ( ie; if they say it is ) then you say ok ( still with extreme politeness , nor in an accusing manner ) ..., but can you still sign my letter saying its ok and sign it ...,
After a worried hessitation , the staff member will usually next double check with their supervisor who will only then double check themselves and give you the facts . If this happens then you can relax knowing alls usually ok ( not always ) . If it doesnt get that far you will at least have a letter from someone responsible , thus excluding you from blame ( and bribes down the track ).
Ive learnt the hard way not to immediatly take the first word as gospel when trying to do things by the book ..., and ive often had govt office staff in many different situations who are oblivious to what the actual rules are and just tell you anything .
catatan sipil has a website with many legal fees for applications etc and handles these matters , but depending on where you live , the kantor lurahan may perform these services as well
