Yes FISKAL is no longer payable when you leave Indonesia, HOWEVER, the abolition of the FISKAL does NOT exempt any KITAS holder or anyone residing in Indonesia for more than 183 days over a period of 12 months, even with no income, to do an annual tax declaration.
