Tourists or even "residents" are NOT locals ! It is as simple as that. So, locals can do thing tourists can not. Same goes in my village in France, and if a bloody tourist doesn't like it we'll be happy to show him the way out.Hell, I have lived / worked in a dozen countries (some 8 and 10 years), I always knew my limits as an immigrant ! (And don't give me the "guest" B.S., a guest in my house respects MY rules, and it's not negociable, even for my kids.)
I can confirm this! My sister and her family are 2 years into their French expat experience and they have shared plenty of stories of their "learning experiences" with the French. They eventually figured out they don't have the same limits as native French citizens and probably never will. It's something all expats should come to terms with.

Latest Bali idea; Register online and wait (a year) for approval to visit Bali! Some laughable quotes with round generalization of all the thousands who bother to visit; Gov. Koster: "We will no longer welcome mass tourism. We will restrict [tourist numbers] by implementing a quota system. Koster explained that one possible quota system would require foreign tourists to register a year before their planned visit to Bali, and wait for their turn to be granted entry.Gov. Koster: If we let this go on, then we will only attract cheap tourists who maybe just eat nasi bungkus (rice dish wrapped in banana leaves or paper), rent motorbikes and break [traffic laws], and, lastly, steal from ATMs,"https://coconuts.co/bali/news/bali-governor-wayan-koster-mulls-putting-cap-on-tourist-arrivals/

Wow, that is a pretty intense statement by the Gov. Having a quota system would only hurt Bali which is recovering from the Pandemic shutdown. Eating a Nasi Bungkus is pretty normal here. Even Obama likes Bakso! What are we supposed to all go eat at five star restaurants in Nusa Penida and Sanur? Tourist acting like idiots on motorbikes is definitely not cool! After a few crashes though they learn to be safer. I have seen many Indonesians driving like a bats out of hell on bikes too. No lights at night, all over the place on both sides of trucks passing, speeding, no helmets or registration. Not using turn signals properly. So everyone lets try to just get along and quit judging so much.

Relax guys, everyone knows which group of tourists he means.Hing: Begins with R and ends with N and it's not Roman.
In another article he mentioned an annual "limit" of 6 million tourists. Pre covid the number was 6.3 million. So basically no change to business as usual. If any "limit" at all it will be applied to the russkis as you are alluding to.Use google translate:https://travel.detik.com/travel-news/d-6706121/pembatasan-turis-asing-ke-bali-gubernur-koster-singgung-sistem-kuota
