This idea will have to be binned. Done in a fit of anger without looking at the consequences. The police focus on image, what is popular and make financial sense -- and that is to go after the tourists. In my local area (outside the tourist zone) the locals are free to do what they want. Racing at high speed with their modified motorbikes (no mufflers), no lights in the dark, drunk, no helmet, etc. No police to see. Never.

These idiots are everywhere no helmets no licence no shirt ride like dickheads with no respect for island.They have no idea the Bali government spends huge resources trying to educate locals on wearing helmets follow road rules and respect other road users .I totally agree with the government 3 strikes for same offence kick them out of country .Your quests here in Bali don't disrespect it .And without trying to be racist their is a particular nationality hiding from there president last count around 14000 of them of which 147 are in jail here for various crimes some very serious.Don't bring your arrogance to Bali !

At least we have the benefit of being on an island so the Russians can't easily import drugs and weapons as they do in Thailand. But yes, they are choosing Bali also now for the same reasons as Thailand - loose and easily manipulated law enforcement. There is a story of a Russian guy I know through a mutual friend. He was drunk, hit his Russian wife who fell down and hit her head on the pool. Dead instantly. Pembantu saw the whole thing. You would think this guy is spending life in Hotel K right? Nope. He is on house arrest, required to give a 80% of his monthly income to local police. As long as the payments keep coming and he doesn't leave Bali without a police escort, he is free to roam. So I think things like that are just one possible reason why this crowd is choosing Bali over other destinations.

The traffic police Technics in Indonesia have not changed for decades .This is the management not the individual police the command orders police to do certain operations example stop motorcycles n cars check for Sim licence, helmet,and licence for bike etc .The command has been using the same techniques for decades instead of using modern traffic police on patrols with power to pull over offenders etc they pull 20 police standing on road stopping people therefore many offences just never get policed example running red lights big problem here not using blinkers indicators to turn or overtake,riding on wrong side of road ,speeding the list goes on most Indonesians don't even know when the line in the middle of road is yellow you can not pass etc.There are thousands of accidents injuries and deaths they are not reported on national TV like western countries how many died this year or month example.Trucks and busses are the worst many are unroadworthy are not safe and many of the drivers are just complete idiots .If you have no experience riding a motor cycle the last place you want to do it is Indonesia.

With some exceptions of course.[/QUOTE]Yea the Governor has asked the central government to bring in new law if they are caught 3 times not sure if it's 3 they will be deported.And when they get back to Russia they are screwed cuz Putin has deemed them traitors of the mother land and they will be sent straight to Ukraine .So if any of you Russian out there are reading this the first thing I'd do if I was any of you is put a helmet and shirt follow the road rules make sure you have licence and bike is legal cuz the Bali government has had enough
