It’s definitely more efficient to start there rather than making an unnecessary trip.
As for the new passport: once you’ve got it, you do need to report it to immigration so they can link your new passport number to your KITAP. This is usually done through the evisa.imigrasi.go.id site. Be prepared to upload your old and new passports, KITAP card, and possibly your MERP info too.
Since you’re applying for an unlimited MERP, that can also be done online now. Make sure your new passport is registered first, though — the system may block your MERP application if it still shows your old passport.
And yes, unfortunately even though they should have your full KITAP data on file, it’s common to be asked for everything again. It’s smart to have digital copies of all previous application documents ready, just in case.
