I could be wrong, but I believe I read somewhere they looked into expanding the current airport into the sea but the environmental damage was too big a risk - I know, since when has Indonesia ever cared about the environment - but apparently, that was the deciding factor in not expanding the current airport.

When we started projecting an artificial island in HKG for the HK - Zhuhai - Macao bridge project, one of the MAIN problems was "yes, but this is the location of breeding for the white dolphins" , followed by hours of B.S.
I once dared to say "dolphins are smart animals, when they'll hear the noise of our equipment they'll move on and go breed somewhere more peacefully" I was looked at with shock and horror like I had just expressed some blasphemy.
After much delay and show the thing was build and the dolphins moved on.
