I was once invited in a big villa in Bukit with ocean view. We were sitting on the terrace and enjoyed the smell of burnt plastic on the neighbor yard. I complained about it and the owner who was sitting relaxed next to me (a doctor by the way!) said to me: "that our trash we are burning"
Not familiar with Bukit, but in Denpasar people can end up with 50Juta fine or 6 months in prison for burning trash, or simply dropping your trash on the ground.
So the law and severe sanctions are already in place. So why is there such a problem with trash burning and trash dumping? Oh I forgot, the police is probably handed the job to enforce this law....

Part One: Orderly Disposal of Garbage and Waste
Article 12 (page 9)
(1) Everyone must dispose of garbage and waste at the designated place.
(2) Everyone is prohibited from throwing and stacking garbage on roads, green lanes, city parks, rivers, channels, drainage and other places that can damage the beauty and cleanliness of the environment.
(3) Everyone is prohibited from disposing of waste on roads, green lines, city parks, rivers, channels / drainage, and other places that can cause pollution.
(4) Everyone is prohibited from burning garbage.

Part Two: Criminal Sanctions
Article 58 (page 18)
(2) Anyone who violates the provisions in Article 12 of this Regional Regulation is threatened with a maximum imprisonment of 6 (six) months or a fine of a maximum of Rp 50,000,000 (fifty million rupiahs) and may be subject to other sanctions from statutory regulations applicable.[/I]
