The "agreement" is just that - without, the authorities can still export their problem but it's a matter of choice - were there an "agreement" in place then it would be regulated, as it is now it's up to the Gov here what they do. I suspect they will hand him over quickly.

An US citizen was arrested recently on the run from fraud charges. As far as I am aware Indonesia has no extradition law with the US, so I am wondering how this might play out. He could however face charges for making porn in Indonesia.
