Just get her to ask in the neighborhood if anyone has biznet or indihome - if the answer is positive then your/her set up costs would be negligible.

I'm not sure there is a "neighbourhood" that's the problem. It's a dive resort on top of a mountain. Happy to PM the name but don't want to post publicly in case the owner stumbles across this post and causes her more grief.

The set up costs are not high, but could be a problem if the area is remote. You also will probably need permission from the ower.
If it is shared wifi, then there will be many that know the password.
If they use a Mikortik router and she has her own user ID to log in, then they could be limiting her bandwidth.

Hmm well her brother and sister visited, their smartphones connect to the same network and pull good speeds. Until she started streaming music at 8am found the smartphone that was used as screwed as her internet.
Going to try spoofing MAC address and device name, but I guess as soon as they see the new one pulling data they'll just block that.
She's gonna have to move next month, I can't see the owner co-operating.

Ended up grabbing a Telkomsel mifi (4g modem), she's getting it activated today didn't have enough ID at POS. I will post back result, 30GB for 200,000 so not exactly cheap, but I don't see another way at this point she wasn't that keen to move and the rent price there perfect for me so I'd rather pay a bit more for data. But other than the owner acting the way he does, it's a beautiful resort, sold well below normal price due to the pandemic.
Works well for me too as when i'm there I usually just throw the smartfren 4g in my pocket and connect that way, but smartfren certainly is lacking coverage in the village.

So for the duration of the lockdown Mrs and I decided I'm better off to ride it out in Australia and she'll stay near her family. Under usual circumstances we live in Denpasar in the city. She has found somewhere she really likes in the village, and was staying up late all night watching netflix, IPTV etc, services which I'd imagine consume a fair bit of data. Understand she's getting a low corona virus price for rent, which is around 1/2 the normal price. She really likes the location.
Now since around a week ago, her internet speeds have been like the old dial up days (if not worse) and her neighbours etc have all been fine. When she asks the owner he claims he doesn't know what she is talking about, the internet works fine. She copped a few comments about her up all night watching tv too. I got her to take the laptop to another hotel and pay 30,000 to use the wifi and what do you know everything is fine, getting 5 or 6Mbit down which is enough for what she wants to do. So I suspect he's must likely port blocked her/blocked her access/restricted her speed.
Now I had a similar issue in Denpasar a year or so ago, I bought a smartfren pre paid 4G dongle. I got her to buy credit for the smartfren but that didn't fix the issue, well it did for youtube but it's getting terrible speeds due to her location. I'm thinking of getting her to buy a 4G dongle for Telkomsel as it seems to have signal there, and just giving her a set budget of maybe 150,000 a week for "entertainment" to top up the data and then just watch a restricted time eg 4 hours a night.
That brings me to my question, is there a better way? I notice you guys speak of indihome and biznet, is there any use trying to run this type of set up to a villa/hotel sort of thing or are the set up costs too high? I'd imagine she won't be there past Sept/Oct as I will return when the border opens and don't want to live in the village. I just wonder eg here in Australia Telstra supposedly has the best coverage, but you pay a premium for the data, is it the same deal with Telkomsel?
As she's sliced literally 2 million a month off our rent, a monthly cost wouldn't be that big an issue, within reason.
Open to suggestions information etc, TDLR Mrs in village renting villa, owner blocked internet speeds, she doesn't really want to move, what are the options?

Reporting back on this:
So this solution worked, telkomsel mifi modem 4g + buy data. The one thing I didn't consider all the local sellers of data take commission, so what you see on the telkomsel site you can only get those prices via online. Getting 17GB for 102,000 at agent, that's still ok. I'm loving it crystal clear video calling, wifey can IPTV, netflix everything so if anyone is stuck in the village in a similar position maybe a solution, I'm going to assign 300,000 a month just for data though. Still that is less than 1/2 what I pay for NBN internet plan in Australia.
