I think it's too early to make this conclusion, as there is lots of suspicion that the Spanish outbreak was fueled by football fans attending the Valencia - Atalanta champion's league match in Milan, and that the UK's was later made worse by Spanish fans of Atletico Madrid attending a match in Liverpool. Of course, maybe they all transmitted/caught the virus indoors somehow (pubs, restaurants, trains, etc), but this has not yet been confirmed. Of course it makes sense that in a less dense outdoor environment like Bali there would be less transmission given that wind/air would dilute virus containing droplets, but I think the low numbers we are seeing now are the second wave fueled by cruise ship workers returning to Bali. The first wave likely came through like wildfire in January and February, when huge numbers of people were ill and lots of old people died - but two and two were not put together at that time as there was no testing. Suffice it to say that avoiding groups of people is a good idea for the time being, whether indoors or out, though I don't agree with closing the beaches, as any chance to boost Vitamin D levels and mood by getting some sunshine and fresh air is a good thing in my book.
