Apparently Danamon and Permata banks allow foreigners to open bank accounts without a KITAS. As far as I am aware, a KITAS is required for compliancy, so I wouldn't be depositing my life savings.

I opened a Permata account in Legian with only a passport. I use Transferwise Poli payments to instantly send money between my Australian account and Permata. Works really well. Not sure why or if foreign bank accounts would be at risk because as far as I know there are tax regulations for investments by foreigners so why would there be regulations if it was illegal? Maybe investment accounts are treated differently from everday banking accounts. I don't know.

I am an American (unfortunately). Essentially, this means I have to pay U.S. taxes even though I am not working or living in the country anymore. So my question to you all is does something like Permata make me pay taxes to America if I just want to keep a couple thousand dollars in a local account for travel/everyday life purposes?
