I thought that everybody needs a visa to visit Indonesia (whether free VOA, paid VOA, Tourist, etc). All of them also require evidence of an ongoing destination, (always have).

How does paying for a VOA entitle one to use the Kitas queue? Just wondering.

Don't know. I just followed the instructions that they gave me. Maybe they are being generous given that you have shelled out cash for a visa.
And I did have evidence of an ongoing destination, only it was outside the 60 day time limit. Not sure if they even were aware of the bogus Singapore ferry booking when I presented myself at the immigration counter. I'm fairly sure that it was only the Jetstar checkin in Brisbane that enforces this and if I had arrived in Bali without the ferry ticket, nobody would have said anything.

Something that I should have been aware of but wasn't prepared for.
My return flight is in 4 months time. The checkin officer told me that I needed a visa if my stay is more than 60 days. I told him I was fixing my visa when I got to Bali but he said that there was a risk that Indonesia would put me back on a flight to Australia and charge them $5000. So on his advice I had to book a one way ferry ticket to Singapore (third reich with palm trees. Thank you tintin). I was a bit worried about what would happen when I arrived at ngurah rai but it all went OK.
I bought my voa and breezed through the kitas queue while my fellow passengers stood in line. Worth paying the $35 just for that feeling of superiority.
Now I have to organise my visa extension and figure out the best way to stay the extra two months. Probably end up doing a visa run somewhere.
