BUT..read the fine print..! Some will cover all year but each trip must not be more than 90d, and must (each one) originate from where the insurance was issued. Those are mainly for business and frequent travellers.
Hence I am looking for another solution for the future.

Just to clarify...I suspected the OP was asking what medical insurance was sufficient to address the requirement to get the Retirement Visa and not what best medical insurance is required to actually stay in Indonesia.
Your post helped to clarify that a travel insurance suffices.
In regard to the longer-term insurance, after the visa is issued and the holder is living in RI, I'd suggest that insurance for serious accidents, hospitalization or air ambulance is required. The cost to simply see a doctor, for minor ailments, is very cheap in Indonesia and not worth having insurance cover especially as a high deductible does lower insurance rates dramatically.
