Its more like they are further continuing their study in Philippines once they are done they will and have to go back and work in Indonesia. Its same as students going to study abroad for higher education except in this case they will work in a university hospital and once their study is finished they go back to their respective countries.
Ok understood. Indonesia certainly does need more specialist doctors, however you should confirm with the medical authorities in Indonesia whether an Indonesian doctor who takes up an unpaid medical residency in the Philippines will get professional 'credit' for that when he/she returns to practice in Indonesia. Otherwise it seems somewhat pointless. Btw, I also think it's a huge ask if you will be requesting Indonesian doctors to fund their own lifestyle and pay for their residency in the Philippines.
