Construction of villas and hotels permanent in the 100-meter no-build zone can be found in a number of areas around the island, with some villa owners erecting permanent structures with foundation walls stranding on the sea wall in blatant violation of local laws and custom.
The 100-meter No-Build Zone
Bali Provincial Law No. 4 of 1999 specifically forbid construction anywhere within 100 meters of the high-tide mark. The 1999 island-wide rule outlawing construction in close proximity to the beach reflects local desires to maintain free access to Bali's seafront for local enjoyment and Bali-Hindu religious practice.
Can this mean that already being build villa's will be bulldozered down?

As far as everyone here is concerned this 100 meter is a strange figure. The rule here is 25 meters, for this figure building permits are given for permanent structures, but you can have your Bale at the beach. Of course there is permission / cooperation needed from the local ADAT to have everybody going where they want to go.
If this 100m rule would be taken in effect (if its true anyway), and the bulldozers would come running in you would see a lot of Balinese burning some government buildings down.
In one case there was a little harbor build here for some beach villas, but part of the deal was a bridge so the people could keep on going from there to there.... All in good harmony with the local autorities.
I have had contact with BKPM in Holland. They did confirm the excistance of this Bali Law. They also told me that because of the promisses to
ban out corruption, also from local "banjars"(? don't realy know what these are) trubble lays ahead it seems.
Well, as far as I know its 25 meters here, and you don't have to give free access. You can not own the beach, thats all.
There are some areas however, where there are "green zones" where no building is allowed, this is sort of a hundred meters.
Actually there is one right at the beach where I live.
North Bali is full with buildings within this 100 meter zone, and I am not talking only about Expat Homes / Hotels, but Balinese homes or buildings too.

When you build something as a foreigner in Bali, it has to be done in good harmony with the social and cultural environment.
Now suppose you have to stay away a 100 meters from the high tide line, and somebody wants a villa with 30 meters beach front. It would mean people would need to buy at east 30 are of land , where they can do nothing, yeah maybe a pool or garden where they should they give free access for "local enjoyment and Bali-Hindu religious practice". And they still need to buy some more land to build a house....
Or does it mean that they cannot or will not BUY this land, so true beachfront property is not possible anymore, not for hotels either?

This rule is blatent non-sense, and totally out of touch with reality.
Yes, people should be able to walk along the beach without restrictions.
Yes there are rules not to erect buildings near temples etc.
General 100 meter restrictions, this will not go.
hi, we built with a permit at 25 meters and had several meetings with the local fishermen to make everyone happy, we could only build a low wall so they can bring their boats closer when the tides are high.
Does anyone know about a new tax of 4% of your buiding costs, an official has visited our hotel saying we have to pay this because of a new law, no one else in our area has been approaced. If it really is 4% is that so materials and labour including architect fees ? How do you come to this figure. Our lawyers never mentioned this to us before so it has come as a susprise and can be thousands of dollars. Has anyone any answers we just recently became a PT and have eight rooms....
