Yes. I use Telkomsel and can pay from anywhere via the Internet using BCA internet banking. You need one of their gizoms that they call KeyBCA when you are making payments.
Well from what little I understand the accounts are deleted when they have been inactive for 1 month so, and I'm guessing here, if you send a sms to that number the great computer in the sky that controls all living things will think the account is still active and leave it alone for another month.

Credit has a use-by date, so after that date there is no credit, and after a certain amount of time the number will go. Sending SMS messages to it will not add credit so I cannot see how it helps.
Ahhhh credit has a use-by date... How clever these orientals are, someday they will take over the world.
