I have been coming and going to Bali for a few years but never stayed longer than 4 weeks. Last September I overstayed by 2 days, and although very nicely, the emigration police made a hefty charge before leaving. Now I am planning to come and stay for six weeks or so because I am building a house for future retirement. How should I go about my visa. Also finally since I plan to retire than before the ago of 50, how can I get a visa?

You may also want to check with the Indonesian consulate or embassy closest to where you now reside and see if they can issue you a 60 day tourist visa prior to your scheduled arrival. The problem in general with giving visa advice is the lack of consistency between Indonesian consulates and embassies worldwide.
As Bert mentioned, prior to age 55 when you can go for a retirement visa, the use of a social visa is common. You should have no problem finding a Balinese sponsor here who would be willing to do that for you since you are already involved in a house project.
