You're not stupid obviously but just rather ignorant of the function of Ebay internationally, especially from a buyers point of view
I buy regularly (at least twice a month) from Ebay Australia, USA and UK, Spain etc... wherever the thing is that I want, I source it from that Ebay country site, and I sell from here to all over the world .... daily (must be quite a few dim and optimistic sellers and buyers out there)
Everything arrives..... it's not the same as something coming in by cargo. I ask them to undervalue it and mark it as a gift. How much tax (sorry I mean bribe) would you pay on a 5 kilo pack of grass seeds anyway? (ive never paid a bribe on stuff that's been posted to me and Ive received at least 50 packages so far... I have been nailed on things I tried to bring in using Sea/Air Cargo and wont be doing that again)
And as far as the seller getting paid for it
They don't ship to you til you pay for it, so that's a moot point (and if they dont ship Paypal refunds your money to you.. so how safe is that?) You just need to make sure you email the seller first to confirm that they will ship to Indonesia
If its not your thing then don't do it but I have brought in all sorts of veg, flower and plant seeds via Ebay (got a bunch of seeds arriving in the next week or so), a massage table, Victoria's Secret stuff and other things too numerous to mention... no problems
If I cant find it in Bali, I buy it on Ebay and have done for the last 4 years
problem solved... and have you seen the variety of grass on that link?

I need the seed for my house but I can't get it until my house has an address ... Catch 22 anyone lol - only kidding.

I haven't bought any grass seeds through eBay, but have bought (and received) various flower and chili seeds (like Habaneros and Nok Jolokia), from both Australia and the USA. Many eBay sellers won't ship to Indonesia, but many others will.
As for Dr Chris, "the garden doctor" in Bali Advertiser, I've been to some places he's recommended and found them to be severely overpriced. For example, he recommended a place in Kerobokan with non-nego prices on their plants and supposedly, really cold beer. When I got there, no beer at all and the prices were ridiculous. He might know a lot about "Gardening in the Tropics" but he doesn't seem to know much about local prices.
I found some excellent lotus plants, not in the Renon "gardens" but some place on the By-Pass road near where it veers to the left for Ubud/Gianyar. Excellent specimens and large pot included for Rp 35,000. Hard to beat.

Usually enough just to throw some seed pods in the pond. That is, if the bottom isn't concrete. I've seen them grow very well [and fast] with this method. If you are using a submerged pot, try seeding that.

Going along the Ngurah Rai By-Pass Road from the direction of Denpasar, you reach a point where you have to veer right to head towards Sanur and other places to the south. There are traffic lights there.
Before the traffic lights, on the right-hand side, is a string of plant nurseries. I don't remember the name of the one that included the big pot with the lotus. Roughly in the middle of that stretch.
All the lotus we bought at the time are thriving. One big pot, maybe half a dozen plants. My wife is the gardener, not me. I was pleasantly surprised with both the quality of the plants, and the pot is still good.
The staff there might all be from Java, which might explain the cheaper-than-normal prices. I don't know.
