I opened an account @ 2 months ago with Permata in Denpasar. As I don't have a Kitas, I don't need to work here, I just had to prove that I had been in Bali for a period of more than 2 months in the past 2 years. My passport was photocopied and I then had an account with the bank.As for sending money from here to Australia, Permata and Mandiri get the money to Oz the next day...pretty impresive. Another bank I used years ago took 1 week to get money transfered to Oz.
My friend was the bank manager :D I have no worries about the bank as I have had lots of corresspondence with then and transfer money to them from abroad and also to other Indonesian banks without problem.
If you do not trust them and do not have a KITAS and strictly want to follow the law well....... it has already been stated so you takes your choice. Going to a bank and saying I want to open an illegal account but you have to give me a garantee is not going to do the trick :D

just for argument sake...if one goes to a bank to open an account and doesnt have a kitas...and the bank doesnt ask for one...who's wrong???

In this case I would say the bank as they know the law but ignorance of the law is no excuse so both could be wrong in the eyes of the law.
As for me I will not worry about it too much.
