But Kadek, I've also been witness to some pretty heavy stuff by Pecalang which could only be described as extortion. I'm aware that it is not common but it happens.

Don’t worry; I don’t confuse the 2 different entities. I have just stated what I thought and I still thinking Adam was trying to tell us.
I believe that whoever’s dealing with the prostitutes are filling their own pockets, most of the times. Here in Bandung it is so anyway, for Bali it is for you (not you personally) to decide.

lumumba, there are several things (a) Hansip (village security but not related to Adat or religion); (b) Satpam (security that guards banks etc); (c) POLISI (Indonesian police force) who are renowned for on grounds corruption and then there is (d) Pecalang (Traditional village security related to religion/Hindu. So I doubt that you would have Pecalang in Bandung. Pecalang is also not vigilante.
and also I am well aware of the level of corruption that is happening in Bali either with the police or other things that relate to everyday life.

Yes, I know there have been some issues with Pecalang taking matter into their own hands, but this is an exception. and if they do extort, then it would probably be for the benefit of their own pockets and certainly not sanction or ordered by the banjar. In any case, these people would likely not be selected as Pecalang again once found out or there is a complaint about them.
Also Pecalang are not supposed to handle social issues such as prostitution but it has been reported that they have deliberately or maybe more not deliberately extend that ways - maybe they or the banjar are also frustrated by the lack of action by the police??
I am not from the south of Bali and I haven't heard any misuse of power by Pecalang in my village.

Going back to the issue. What I did was just reporting what the TV channel was showing.
My question was: Behind every action there is always a reason, was this the right reason? (Out of hands)What do you think?

Thank you for the clarification of the various security and police forces on Bali. I'm pretty familiar with most of the alphabet soup police agencies in the US.
The "pimp" remark was rather harsh but unfortunately true for certain people, hiding behind a badge of authority and using it to line their pockets with unearned income, sorry.
